SUMMARY:
Requires local education agencies and public charter schools to implement a program of after-school learning mini-camps, learning loss bridge camps, and summer learning camps to remediate student learning loss. It will prioritize students who score below proficient in both reading (ELA) and math subjects and strengthens laws around a 3rd grade reading gate so we no longer advance students who are not prepared. This Act also creates the Tennessee Accelerated Literacy and Learning Corps to provide ongoing tutoring for students throughout the entire school year.
Under current law, 3rd graders should not be advanced to the next grade if proficiency in reading is not demonstrated by grades or test results unless they participate in an LEA-approved research-based intervention. This does not apply to students with IEPs.
Beginning in the 2022-2023 school year, 3rd graders will not be promoted unless they demonstrate proficiency by scoring “on track” or “mastered” on the ELA portion of the TCAP. An appeals process will be established for students who score a level of “approaching” on the TCAP.
Exceptions:
- students who score a level of “approaching” will not be held back if they:
- are English language learners with less than 2 years of ELA instruction
- were previously held back in grades K-3
- re-test before the next school year and demonstrate proficiency
- attend a learning loss bridge camp, maintain a 90% attendance rate during the camp, and demonstrate growth on the post-test
OR - are assigned a TALLC tutor for the entirety of the upcoming school year
- students who score a level of “below” will not be held back if they:
- are English language learners with less than 2 years of ELA instruction
- were previously held back in grades K-3
- re-test before the next school year and demonstrate proficiency
OR - attend a learning loss bridge camp, maintain a 90% attendance rate during the camp, and are assigned a TALLC tutor for the entirety of the upcoming school year
- Students promoted to 4th grade under these exceptions must show adequate growth on the 4th grade ELA portion of the TCAP before being promoted to 5th grade. Students will not be retained in 4th grade more than once.
