State mandates must include funding, and if districts use their own resources then they should be free to create their own program, modify the RTI2 program or discontinue it all together.
I have often believed there is too much politics in public education, and that has hurt public education. Honestly I would resent having to support a political candidate because of a political label or designation, or an endorsement by an organization in which I was a member.
America has progressed much since 1979, and it is time to re-envision the role the US Department of Education will play moving forward in policy. It is likely any problem or challenge facing public education is best resolved at the local or state level, not by the federal government.
